PASSE stands for Provider-Led Arkansas Shared Savings Entity. This program helps Arkansans with behavioral health conditions or intellectual disabilities. It’s a special program to enhance care. It offers focused help and benefits. There are four PASSEs in Arkansas. Empower is one of the four PASSEs.

Empower includes the following key points:
Empower has Care Coordinators (CCs) across Arkansas. They give personal help to you and your family. This is key in the PASSE program. We will talk to you monthly and see you every quarter. They assist you in finding health care and local area services. We take pride in our CCs and their support of our members.

How to Sign up for the PASSE
Sign up in the PASSE program. If you meet certain requirements, you will be assigned to one of the four PASSEs. You have 90 days to request a different PASSE, if you wish.
PASSE Open Enrollment - October 1-31. During this period, you can switch to another PASSE. To choose Empower, call DHS Beneficiary Support at (833) 402-0672 and request Empower as your PASSE.

Getting Services for Developmental or Intellectual Disabilities
The DDS Intake and Referral unit is the best place to start if you, a loved one or a person in your care needs services and support. You can contact DDS Intake and Referral by calling 501-683-5687 or submit an online request for services.
